OPAC de l’Oise (Office public d’aménagement et de construction) is the largest social housing landlord in Picardy. The organization manages an average of 32,000 housing units across 5 departments, which it rents and resells. Its main goal: to provide people in financial difficulty with a viable home at a moderate price.
« We turned to Hector to finally have an up-to-date inventory. Managing with QR codes was one of the most important aspects for us. Quickly assigning equipment through the mobile app was a deciding factor!»

Before Hector
❌ No dedicated software: the IT fleet was tracked in an Excel workbook
❌ Time-consuming equipment tracking, with a volume of rows that was hard to use
❌ Replacement and repair requests handled on paper only, by a single person
❌ No way to detect lost or stolen equipment
OPAC has used Hector since 2021. Before that, there was no solution in place to manage the IT fleet inventory. Tracking was done mostly in an Excel workbook whose complexity made updates very time-consuming.
All requests to replace or repair equipment were done on paper and centralized with a single person. Over time, the buildup of these requests became hard to manage, and the inventory ended up distorted, making it impossible to detect any losses or thefts.
Each piece of equipment is linked to a QR code for immediate tracking.
Equipment assigned directly from the mobile app.
Inventory accessible anywhere, with no installation.
Automatic synchronization of equipment with the Azure environment.
Centralized management of the licenses installed across the fleet.
Automatic alert before a license expires.
OPAC de l’Oise used this transition period to gradually replace its equipment, adding it to Hector as it went.
Two other factors tipped the scales: the responsiveness of the Hector team, and the constant evolution of the system.
According to Damien Hisberger, the speed and constant evolution of the software are among the most visible day-to-day benefits:
